Takato Shuichi and Kirishima Kazuki are become best friends in high school. The fact that their school is packed with gangs is where the manga's title comes from.
In the beginning, Kazu-chan is actually rescued by Shuichi from being raped by the leader of a local motorcycle gang. Because of his pretty looks, he seems to be an easy target. Kazuki is, of course, saved and brought home by his new friend. He wakes up (in the greatest Koji/Izumi sense) next to Shuichi and in a panic says: "Ick! I don't like men!"
As the story goes on, Kazuki's childhood comes out, and we find that he was sexually abused by his father and suffers from painful flashbacks quite often, directly affected by how close Shuichi gets to him. This definitely contributes to his dislike of being touched by men.
Meanwhile though, Shuichi seems less worried about such things, and enjoys teasing and showing affection to his distant friend. Because of this, Kazu-chan finds himself drawn more and more to his friend, who doesn't seem interested in him in that way. He even goes as far as to sleep with someone he picks up on the street who vaguely looks like Shuichi. Guilt for what he's done follows and Kazu-chan resolutely resists the urge again because of the hurt he's experienced in the past from his father.
It's a cute, well-drawn story with a little bit of everything-- bishounen, love, humor, angst, cross-dressing, and shounen ai, not to mention several yaoi-crazed mangaka females who spend their spare time drawing compromising pics of Shuichi and Kazu-chan together. Now that's my idea of a good time (^_^).
